Hurricane Pass Application Process Extended to June 17 Dutch St Maarten


GREAT BAY, Sint Maarten (DCOMM) – The application process for the annual Hurricane Passes for the 2023 Atlantic Hurricane Season has been extended to June 17 due to unforeseen circumstances.

There are two types of passes, the Disaster Pass and the Hurricane Pass. No passes will be issued to business owners, only with some exemption categories as noted below.

The pass allows the bearer to access the public road to visit the place of business to assess possible damage to the property.

No company passes will be accepted during curfew hours. This can only take place during certain hours that will be stipulated and announced by the Prime Minister in a curfew situation.


The Office of Disaster Management that falls under the Ministry of General Affairs is handling the application process for the passes on behalf of the Prime Minister.


An application form can be requested by sending an email to:

hurricanepassrequest@sintmaartengov.org Emails should include the following: Name of business or organization; A short description of activities of the business or the organization; Request for either disaster or hurricane pass.
When submitting the application, the following documents need to be attached:


-copy business license fee paid (or receipt) for 2023 for businesses.
-proof of 2023 registration at the Chamber of Commerce, for organizations.
-copy valid Sint Maarten ID-card of applicant.
-Nan. 50,- in leges stamps per application (to be obtained at the Receiver’s Office or the Simpson Bay Public Service Center), this is a non-refundable handling fee; a copy of a

digital payment transfer is accepted as well.


-One (1) passport picture for new applicants, to be sent in JPEG-format to hurricanepassrequest@sintmaartengov.org with the name of the person clearly indicated.


The application form has to be completed and submitted to the offices of the Fire Department & Disaster Management — in print form,

to the attention of the secretary located at Jackal Road 5 (Office hours MondayFriday 9.OOAM to 4.OOPM), cay Hill, by June 1 7, 2023, with all necessary documents attached.


Applicants will be informed by email or telephone when to pick up the pass at the aforementioned address.

Police are calling on the public to help identify a scooter rider and his passenger who were caught on camera assaulting a fellow road user on Union Road in Cole Bay. The video of the attack has been widely circulated via social media and messaging apps. https://www.stmaartennews.org

Police appeal to the public to help identify these two individuals by giving information that can lead to their arrests so they can be held accountable for their actions.

The level of road rage displayed in the video is troubling as well as very worrisome to police as it should also be to the community. This kind of behavior should not be condoned, covered up or allowed to further fester in the community. The community should also be cognizant that this now viral video showing the type of behavior as seen in this latest video and others prior to it also have an economic impact. St. Maarten can easily go from being known as a friendly safe place to one where visitors could opt not to visit due to the way residents are perceived to treat each other. https://www.sxmpolice.wordpress.com

This warning comes as police have noted an uptick in road rage, reckless driving, and disruptive behavior on the roads. These behaviors are more and more displayed by scooter riders and vehicle drivers, to the extreme of physical attacks for simple road incidents.

Police strongly warn and discourage reckless behavior in traffic as this can only cause accidents and possible injuries to others on the road.

KPSM will intensified traffic controls and will continue these in the coming weeks to curb irresponsible and dangerous behaviors on the road. Anyone caught will face the legal consequences of their actions.

The Police Special Team continue its action to suppress criminal activities in the country. In the week of October 3-7, a total of 140 vehicles controlled; 135 were stopped for having very dark windows.

Five motorcycles were also stopped and removed from the road for non-compliance with the technical standards required to be on public roads.

Thirty-two people loitering in the vicinity of retail stores were checked by the special team in relation to trafficking in narcotics and firearms. A total of 517 grams of marijuana, six grams of hashish and 89 XTC tablets were confiscated from various people.

Special Team members spoke to 10 people about their unruly behavior and three people were arrested on Cay Bay Road, Dominica Drive and L.B. Scot Road respectively. The L.B. Scot Road suspect was arrested for assaulting an officer after the suspect refused to surrender his motorcycle.

Police from both sides of the island will carry out simultaneous operations in the coming weeks.

Motorists are advised to have all required vehicle documents as well as valid identification with them when driving on the road.

Philipsburg – On Friday, August 26th, 2022, the Honorable Minister of Justice Anna E. Richardson signed fifteen national decrees establishing the legal status of several police officers, after they had been signed by His Excellency Governor Eugene B. Holiday.

Due to the lack of a Function Book and salary scales concerning police personnel, the “Besluit Rechtspositie Korps Politie Sint Maarten” (Legal Position Regulation for the Police of Sint Maarten) of October 10th, 2010, could not be implemented.

However, with the draft Legal Position Regulation currently on the legislative track, the Ministry of Justice Function Book was signed and approved in December 2021, and the verdicts rendered by the court in favor of the fifteen police officers of Class 2011 and Class 2015, His Excellency Governor Holiday seemingly feels assured that the necessary work has been invested to proceed with the signing of the fifteen national decrees.

Minister Richardson stated, “Upon taking office as Minister of Justice in 2020, I encountered a situation where national decrees of police personnel were no longer signed due to the lack of a Function Book and salary scales. My team and I have remained committed to giving the personnel matters of the Ministry the required attention seeing through not only the signed and approved Function Book but the draft Legal Position Regulation as well. The next phase of regulating the Ministry’s personnel affairs is the execution of the implementation plan of the Police Salary Scales Advisory Committee to enable the remaining payments to police personnel by January 1st, 2023. A significant step in this process is the placement of police personnel, including both police officers and support staff, in their new function as described and classified in the Function Book.

On May 28th and June 2nd, 2022, vital discussions were held with the unions ABVO, NAPB, and WICSU about the draft Legal Position Regulation, and an agreement was reached. Subsequently, Minister Richardson signed a Covenant with the three unions regarding the draft Legal Position Regulation on June 10th, 2022. In addition, Minister Richardson presented the draft Legal Position Regulation to the Committee for Civil Servants Union (CCSU) on July 26th, 2022, for final review and advice within a few weeks. After receiving the advice from both the CCSU and the Council of Advice, the draft Legal Position Regulation will go back to the Council of Ministers for approval and then sent to His Excellency Governor Holiday and Minister Richardson for formal approval and signing. This final step will serve as the legal basis for the police personnel to be reimbursed for salary differences that exist since the salaries of police personnel had not been adjusted in 2010.

Fifteen Venezuelans, a Guyanese and two Iranians left St. Maarten by boat Saturday with the aim of reaching American territory. Two of them, a man and a woman, did not survive the journey to the US Virgin Islands.


People-smugglers brought the group of immigrants – 17 adults and a child – to the coast of St. John, the smallest of the three main US Virgin Islands. The boat arrived in Haulover Bay, a bay inside the Virgin Islands National Park, during the wee hours of Sunday morning.


The passengers were told to jump into the water and swim to the shore. One of the men got into trouble in the water and drowned. A woman was reported missing. Her lifeless body was found by authorities in the afternoon.


News site The Virgin Islands Consortium reported that the 911 Emergency Call Center had received a call from a St. John resident about 4:15am Sunday, reporting that immigrants were coming ashore on St. John. Officers responded to the scene and started making contact with the immigrants in the water and on land about 5:00am.

“Right now, we know that one male individual has drowned and that body has been recovered,” Police Commissioner Ray Martinez said on Sunday morning, adding that law enforcement officials were not certain whether the deceased had been a passenger or a crew member of the vessel.


The vessel is said to have dropped the individuals at their destination before leaving, with the immigrants disembarking at a certain distance and swimming to shore.
